As the Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC)—the Government of Azerbaijan’s Delivery Unit—I lead initiatives that drive transformative economic policies and strategic reforms. My work focuses on enhancing Azerbaijan’s competitiveness, governance, and sustainable development, with a proven track record of positioning the country among the world’s top reformers in the Doing Business rankings as part of the Government Commission on Business Environment. A global thinker and practitioner, I actively contribute to shaping economic discourse through platforms like the T20 (G20’s think tank network) and advisory roles for international institutions, including the Asian Development Bank, EU, World Bank, and JICA. My executive education at Harvard Kennedy School and postgraduate studies at the University of Oxford have equipped me with cutting-edge insights to bridge policy, research, and real-world impact. Beyond policy, I am passionate about knowledge-sharing: I’ve lectured at leading universities worldwide and served as a visiting scholar at the Korea Institute for International Economic Policy (KIEP). My commitment to multilateral collaboration is reflected in my role as Focal Point for the UN Economic and Social Commission. An author of 20 books and 500+ articles, I believe in the power of research to inform decision-making and foster inclusive growth. Whether advising governments, engaging with global stakeholders, or mentoring the next generation of leaders, my mission is to turn economic vision into actionable progress.
