ICMA Program Excellence Award for Outstanding Partnerships: Public-Private Partnerships In 1997, Joe F••• conceptualized and helped execute an urban renewal plan with the Town of Cheverly for MOSAIC to renovate, improve and occupy a 6.3 acre parcel and building that had been vacant for 14 years.
