Although some disaster events are linked to natural physical phenomena, Disasters Are Not Natural, since the condition of exposure and vulnerability to them is a process of social construction. Today's society must face the challenge of complex and sophisticated global technological and environmental risks (of a multinational and systemic nature), surrounded by uncertainty, complexity and/or ambiguity. These affect the probability of occurrence and the potential impact of extreme weather events and disasters associated with socio-natural hazards or man-made. Given my professional experience (+40 years) in risk assessment, DRM/DRR/ACC/ Nature-based Solutions, disasters/emergency/crisis management; I offer consultancy and training services in- Risk Assessment, DRM/DRR/ACC/NbS approach - Fire Safety - Management of crisis, emergency and disaster situations- Business Continuity Management and humanitarian aid plans- Public policies on DRM/DRR/ACC and Risk Governance. All this with the intention of helping all levels of governments institutions, private sector, NGOs and other civil society organizations; to promote actions aimed at ensuring the integration of Disaster Risk Management (DRM) and Adaptation to Climate Change (ACC) in order to promote sustainable and resilience development and to incorporate a proactive, holistic, and anticipatory orientation to strengthen DRR and CCA in investment plans and strategies of the different development sectors. In turn, I had worked as a university professor and as public servant for more than 25 years (ret. Lt. Colonel), and over 20 years as a private consultant in the analysis and management of socio-natural and technological risks, emergency and disaster events, crisis management; with extensive work experience in Latin America and the Caribbean, North America, Central Africa, Central Asia and Southeast Asia. Member, among others, of UNDRR Group of Experts on Risk Governance and Accountability for the preparation of the "Action Implementation Guide-Sendai Framework"(2016-2018); University Network of Latin America and the Caribbean for DRR (REDULAC), Environmental Commission and the Academic Activities Commission-Spain of the National Academy of Engineering and Habitat of Venezuela.
