My credentials include a B.S. in Business Administration, with over 50 hours in engineering and a minor in mathematics. I have spent the past ten years in technical writing and proposal development. I was either the proposal manager, volume lead, technical writer, or proposal editor. Many of the proposals followed Shipley’s proposal development model or Lockheed Martin’s WIN institute model. I’m also experienced in writing work plans, procedures, and white papers, managing project procurement and subcontract functions, conducting negotiations, managing QA/QC departments and laboratories, and ensuring that projects are completed on-time. I supported numerous projects for the Department of Defense, State Department, NASA, US Army, US Navy, US Air Force, Intelligence Community, and Department of Energy, including utility and commercial projects (gas, coal, solar, hydroelectric, nuclear, airports, mining, infrastructure, facilities, and heavy civil construction). I also possess Top Secret / SCI clearance (inactive). I also have over ten years of direct experience in Procurement and Subcontract Management, leading the procurement and subcontract functions on small to large-scale projects ($700M+), and averaging 7% in documented savings. Most of the procurements were for engineered equipment or subcontracted services in an Engineering, Procurement, and Construction (EPC) environment. Drafted, issued, and monitored various contract formats (FFP, T+M, CPAF, CPFF, IDIQ, BPA, TO, intellectual property, LSTK, etc.), including subcontracts, procurements, teaming agreements, license agreements, memorandums of understanding, confidentiality agreements, intellectual property agreements, and various services.
