Graduated from St. Petersburg (Russia) State Transport University in 1993, where continued postgraduate studies until 1996 related with researches in train performance simulation. In participated in Japanese Overseas Rolling Stock Association training on rolling stock management and maintenance. In 2004 – 2016 director of the Railway department of the Ministry of transport, in 2015 joined the Latvian EU Presidency team as a counsellor (attaché) in the Permanent Representation of Latvia to EU, co-chair of the EU Council Land Transport working party on railway issues, directly participated in the final shaping of the Fourth Railway Package Technical Pillar. In 2004-2013 Administrative Board member of the European Railway Agency. In 1997-2004 - chief technologist in Rolling Stock Department of LDZ (Latvian Railways). Current position – chief technical expert of SIA “Eiropas dzelzceļa līnijas”, the national implementing body of the Rail Baltica project in Latvia. Since 1997 also working at the Riga Technical University, currently researcher and docent of Department of Railway Engineering, in 2016-2021 Head of Department of Railway Transport.
