About

On the record

I have been involved with Environmental Law issues since 1996, acting on both the national and international levels as an attorney consultant, writer, and counsellor for the implementation of environmental agreements, the definition of environmental governance strategies and public policies, with special affinity to environmental treaties. I have a large amount of experience in working with climate change, and have written a book on the Clean Development Mechanism, Legal Aspects of the Clean Development Mechanisms in Brazil: The Kyoto Protocol and International Cooperation (Peiropólis, 2002), which was the first work of its kind in Brazil. Co-author and co-editor in the book Impact of Global Changes on Mountains: Response and Adaptation (CRC Press, 2014). Acting consultant at UNDP, under the United Nations Convention to Combat Desertification (UNCCD) with the Ministry of the Environment (2011-2012; 2017-2018) and the United Nations Framework Convention on Climate Change with the Ministry of Science, Technology and Innovation (2013-2014). I am specialised in the implementation of, and litigation in, environmental law, having studied Environmental Law at the Université LYON – Jean Moulin (Lyon – France) and holds Doctor and Master of Law degrees from the Pontifical Catholic University of São Paulo. I have previously worked with Sir David King, as Policy Fellow of the Smith School of Enterprise and the Environment and was the Visiting Fellow with Professor Benito Müller at the Oxford Institute for Energy Studies (OIES) as well as working for the United Nations Foundation (UNF) on the climate change future regime. With the support of UNF and OIES, I developed the concept of inter-generational environmental and climate balances and the Universal Climate Legacy Metric (UCLM).
