November 14, 1920, the Soviet government decided that the previous technical school "Baku Polytechnic" would be closed and replaced by the Baku Polytechnic Institute. The new school focused on training engineers in such sectors as agriculture, civil engineering, electromechanics, economics, and oil. In 1923, the school changed its name to the Azerbaijan Polytechnic Institute. In March 1929 the Communist Party of Azerbaijan decided that the school would be divided into three independent schools covering agriculture, economy, and oil. However, the growing demands of engineers in other areas outside of oil led to the expansion of the school curriculum, and the school again changed its name in 1934, this time to the Azerbaijan Industrial Institute (AZPI), since it was combined with civil engineering. The Second World War taxed the Soviet Union, and schools like AzPI tried to remain open. In 1950, the government established a separate Azerbaijan Polytechnic Institute (AzPI) and transferred non-petrochemical curricula to a new school so that Az. I.I. can focus on the oil industry.(AzPI continued to eventually become the Azerbaijan State Oil Academy.) In 1970, the branch of AzPI was established in Ganja. In 1993, AzPI changed its status and became the Azerbaijan Technical University.

The yard also undertakes ship repair and conversion of such vessels. The developed yard has the following facilities: Floating Dry dock 168m x 50m (clear width 40m) 300m x 30m Finger Pier 450 m of Quay berthing space with 25 ton level luffing crane 275m x 80m of new building berth 323m x 136m transfer slab for repair Steel Fabrication, Pipe Fabrication, Mechanical and Electrical workshop housing the most modern steel fabrication panel line, CNC cutting machines, Shot blasting and priming machine, Frame Bending machine Pipe bending machines, lathe machine, Milling machine, Beveling machine, Profile cutting machine. Blasting and Painting Hall equipped with full abrasive recovery system, dehumidifier, silo and blast and paint machines. The yard has a capacity to produce tons throughput per annum of steel works for new buildings and able to undertake 80 -100 vessels repairs of various types. Currently Baku Shipyard LLC employs about 1500 local workers and forecast workforce.

The decision on establishment of university in Baku was made on 01 September 1919 during the assembly of the Azerbaijan Democratic Republic’s Parliament – a new educational center, where Europe and Asia joined was created. Baku State University is known as a leader of educational institutions, has a rich history and today it is known as one of the most famous scientific and educational centers of Azerbaijan Republic. The University has been the center of thought and national thinking. Today, Baku State University offers students 16 majors with 55 bachelor and 153 master degrees. Every year, thousands of young people do their best to pass difficult competition, to enter Baku State University: the competition is 3 persons per place of the faculty; sometimes it reaches 10 persons per place of the certain faculty. Every year 40 of the 100 best entrants, are awarded by the president of Azerbaijan Republic for their high results in education to “presidential grant” on behalf of BSU. In a pair with paying attention to teaching the main specialties, the University does great work on teaching of foreign languages. For this purpose more than 10 linguistic rooms based on new educational technologies were given for students to use. The University library has more than 2.5 million books, and its 12 reading rooms, 5 subscription departments systematically serve more than 15 thousands of students and teachers. At the same time the University is the center of 37 scientific research and teaching labs which cover not only natural but also humanitarian spheres.The Scientific Research Institute of Applied Mathematics and Scientific Research Institute of Physics Problemshave more than 200 employees. The origin of ASOIU is linked to the rise of the petroleum industry in Baku. In 1887, a preparatory technical school formed, which evolved into Baku Polytechnicum. By 1910, it offered an oil-focused curriculum, but with a skewed student ratio. In 1920, it transformed into Baku Polytechnical Institute under the Azerbaijan SSR. It trained engineers across industries. In 1923, it became Azerbaijan Polytechnical Institute; 1929, separate Agriculture Institute; 1930, Azerbaijan Oil Institute (AOI); 1934, Azerbaijan Industrial Institute (Az.I.I.). World War II strained Az.I.I, yet it produced oil engineers. In 1952, Azerbaijan Polytechnical Institute was founded, shifting non-petrochemical courses. Az.I.I. became Azerbaijan Oil and Chemistry Institute (AzOCI) in 1959. In the 1960s, an evening program emerged, leading to Sumgait State University in 1992. Post-Soviet independence led to ASOIU's establishment in 1992. ASOIU adopted a Western model in 1993, with first bachelor's and master's graduates in Renamed Azerbaijan State Oil and Industrial University in 2015 by presidential decree.

The decision on establishment of university in Baku was made on 01 September 1919 during the assembly of the Azerbaijan Democratic Republic’s Parliament – a new educational center, where Europe and Asia joined was created.
