Background The 1992 Constitution of the Republic of Ghana (Chapter 14) provided for the establishment of the Ghana Health Service (GHS) as part of the Public Services of Ghana. In 1996, Parliament passed the Ghana Health Service and Teaching Hospitals Act 1996, Act 525, to pave way for the establishment of GHS. The GHS is therefore a Public Service body established under Act 525 of 1996 as required by the 1992 constitution. It is an autonomous Executive Agency responsible for implementation of national policies under the control of the Minister for Health through its governing Council – the Ghana Health Service Council. Rationale The establishment of the GHS was an essential part of the key strategies identified in the Health Sector Reform process in the 1990s, which was outlined in the Medium-Term Health Strategy and Five Year Programme of Work for the period 1997-2001. The strategies were necessary steps in establishing a more equitable, efficient, accessible, and responsive healthcare system. The reforms build on the reorganization of the MOH that began in 1993, which was explicitly designed to set the scene for the establishment of the GHS. The reforms also provided a sound organizational framework for the growing degree of managerial responsibility that had already been delegated to districts and hospitals. Themes that were central to the reorganization of 1993 remain important today for GHS: careful stewardship of scarce resources, clear lines of responsibility and control, decentralization, and accountability for performance rather than inputs. WaterHealth’s technology is designed to recover up to 70% of water and the rejected water is used for landscaping and backwash. The Company’s scope of work extends beyond the purification and water life cycle management, WaterHealth runs well conceived Social Marketing programs to change Community behavior towards safe water. These programs are customized to spread awareness about the health benefits of safe water, even in communities where little or no healthcare knowledge exists. In 1997 it was absorbed into the Adventist University system operated by the Africa-Indian Ocean Division (WAD) of Seventh-day Adventist with headquarters in Abidjan, Cote d'Ivoire. The University was initially called the Adventist Missionary College and was located at Bekwai-Ashanti. GIHOC Distilleries Company Limited was the first modern distillery to be established in West Africa. It was established by the pre-independence Industrial Development Corporation (IDC) in 1958 as the State Distilleries Corporation for the manufacture of alcoholic beverages. By NLCD 207, it however became a division of the then Ghana Industrial Holding Corporation (GIHOC) in 1968. In 1980, the distillery together with 15 other divisions of GIHOC was reregistered and incorporated as a Limited Liability Company and a wholly-owned subsidiary of GIHOC, under Ghana’s Companies Code, 1963 (Act 179). Following the closure of GIHOC, and subsequently the repeal of the statute incorporating it in 1993, GIHOC Distilleries became and has since remained a limited liability company, wholly owned by the Government of Ghana. GDCL has since then performed creditably and established itself as a commercially sustainable enterprise in the alcoholic beverage industry in Ghana. It has over the years perfected the art of distillation, refinery, blending and manufacture of various types of alcoholic beverages for the local market and beyond and is now recognised as a market leader.
