The Liberia Electricity Corporation (LEC) is a pivotal public utility established by the Government of the Republic of Liberia in 1973. Our creation stemmed from a legislative act with the core mandate of producing and supplying economical and reliable electric power across the nation. Alongside this primary responsibility, LEC is also tasked with maintaining financial viability, continually improving, and expanding our systems to accommodate future growth. Our Journey From 1973 until the late 1980s, Liberia’s electricity services were primarily concentrated in Monrovia and its surrounding areas, serving approximately customers, which represented nearly 13% of the population at the time. Additionally, LEC managed the electricity supply in rural areas through 10 small, isolated power systems with a combined capacity of 13 MW. Rebuilding and Expansion The civil unrest in Liberia led to significant destruction of the nation’s electricity infrastructure. Since 2006, LEC has been diligently working to restore and expand the Monrovia grid, develop mini-grids, and establish stand-alone power systems in the interior regions. These efforts are a testament to our unwavering commitment to lighting up Liberia and driving socio-economic progress. The Central Bank of Liberia (CBL) was established on October 18, by an Act of the National Legislature of the Republic of Liberia. It became functional in and succeeds the National Bank of Liberia (NBL). Mr. Elie E. Saleeby served as the Bank's first Executive Governor. The principal objective of the CBL is to achieve and maintain price stability in the Liberian economy. To this end, it seeks to preserve the purchasing power of the national currency; promote internal and external equilibrium in the national economy; encourage the mobilization of domestic and foreign savings and their efficient allocation for productive economic activities; facilitate the emergence of financial and capital markets that are capable of responding to the needs of the national economy, and foster monetary, credit and financial conditions conducive to orderly, balance and sustain economic growth and development. The powers of the Bank are vested in a Board of Governors, responsible for the formulation and implementation of policy. The Board consists of five Governors who are appointed by the President of Liberia subject to confirmation by the Liberian Senate. The management of the Bank is conducted by an Executive Governor who is also Chairman of the Board of Governors and two Deputy Governors who serve as principal assistants to the Executive Governor. They are appointed by the President of Liberia subject to confirmation by the Liberian Senate.

The Liberia Petroleum Refining Company (LPRC) is a public entity, wholly owned by the Government of Liberia (GOL), with the mandate to procure and supply quality petroleum and petroleum products to the Liberian market. The LPRC is certainly a business entity engaged in profit making activities. It has every power which a corporation now or hereafter organized under the Liberian Business Corporation Act may have. The idea of creating an oil company in Liberia was conceived when it became clear that the government was spending an enormous amount of its foreign earnings on the importation of petroleum and petroleum products into the country. Therefore in 1956, construction work began for oil refining facilities under the auspices of the Liberia Refining Company (LRC). Two American Firms, Sun-Oil Company and Dynelectron Corporation were in control of the financial and operational aspects of the company. The Government of Liberia provided the managerial staff with Hon. Cletus Wotorson as its first Managing Director. In the mid 1970’s, the facilities of the LPRC were gutted by fire and the American firms pulled out. Thus, on August 31, 1978, following the purchase by the Liberian Government of the assets of the then Liberia Refining Company (LRC), the company was changed to the Liberia Petroleum Refining Company (LPRC). On November, 16, 2012, The management with the approval from the Board of Directors, launched a 5 year strategic plan for the expansion of the company.

The National Oil Company of Liberia (NOCAL) was established in April by Liberia’s National Legislature for the purpose “….of holding all of the rights, titles and interests of the Republic of Liberia in the deposits and reserves of liquid and gaseous hydrocarbons within the territorial limits of the Republic of Liberia, whether potential, proven, or actual, with the aim of facilitating the development of the oil and gas industry in the Republic of Liberia.” Hydrocarbon exploration has been active in the Liberia basin since the 1940s. Early exploration was focused on the shelf, and though the conditions seemed right – oil shows, good quality sandstones and potential source rock – the shelf wells did not encounter commercial quantities of oil. Exploration ceased in Liberian waters due to a variety of factors, including political instability. Then, in 2001, a regional 2D survey indicated the potential of oil-bearing structures in deep water areas of up to deep. In during one of the intermittent periods of Liberia’s civil wars, TGS-NOPEC Geophysical Company, under the auspices of the newly formed NOCAL, began the acquisition of 2D seismic data on Liberia’s offshore. With the installation of a transitional government in October of 2003, NOCAL proceeded with a planned licensing round and invited international petroleum exploration companies to apply for permits to explore one of the few remaining frontier areas offshore west Africa.

This new facility will improve RIA’s air cargo operations to meet international standards and support export supply chain capacity in the country. The new storage facility will cover a ground area of approximately 2,700 sqm. Other equipment improvements, including upgrades to current operating systems and capacity as well as certifications and capabilities to handle all forms of cargo under the International Air Transport Association (IATA) scope, will be also be made. Once completed in 2019, the facility will also be equipped to handle special cargo, such as perishables, pharmaceuticals, minerals, vulnerable goods, dangerous goods and hazardous materials. The facility will also have a dedicated freighter parking to support time efficient operations.
