Antigua And Barbuda Electoral Commission
Brief History The Antigua and Barbuda Electoral Commission (ABEC) is an independent, non-partisan entity with a mission to safeguard the electoral process in the twin island state. The creation of ABEC was the result of a report that was written by the Commonwealth Observer Group following the General Elections in Antigua and Barbuda. They recommended “the establishment of an Independent Electoral Commission in Antigua and Barbuda with, among other powers, the mandate to create a completely new register, introduce a system of voter identification cards, and arrange the redrawing of constituency boundaries, and as necessary, review electoral law” [Report of the Commonwealth Observer Group page 25]. ABEC emerged on December 3, 2001 with the Representation of the People Act (ROPA), Cap. 379 Act No. 17 of 2001. A staff complement was hired and five commissioners were appointed in April of 2002. The first Chairman of ABEC was McClin Mathias. His Deputy Chairman was Bruce Goodwin and Bishop Ewing Dorsett, Winston Gomes and Nathaniel “Paddy” James were the other three commissioners. Vision The Antigua and Barbuda Electoral Commission is committed to ensuring that the electoral process is conducted in an impartial and transparent manner to ensure voters' confidence and to contribute to the further strengthening of democracy. The Commission will ensure through consultation on the process of continuing electoral reform emanating from "best practices" through experiences and knowledge obtained from cooperation among international electoral organizations. The Directorate of Gender Affairs is the national gender machinery and focal agency for gender development within the government of Antigua and Barbuda. The Directorate's focus is to promote gender equality in Antigua & Barbuda through gender mainstreaming in all areas of the public and private sectors and to improve gender sensitization through all facets of social and public life. Our mission is to be the leading agency in responding to and advocating for the eradication of persisting gender inequalities and inequities in all forms. We strive to make Antigua & Barbuda a safer, more gender-equal society through: sensitization and awareness, gender mainstreaming, programmes, policies, and community-based action that make a tangible contribution to national development.
