The National Fund For Sme Development
In April 2013, the Government has enacted law number 98 of 2013 to establish a National Fund for SME Development (the “SME Fund”). The law is intended to help the country make a major stride in the efforts to support the youth, combat unemployment, and enable the private sector to drive economic growth. As an independent public corporation, with a total capital of KD 2 billion, the SME Fund will finance up to 80 percent of capital for feasible small and medium projects submitted by Kuwaiti nationals. The law defines eligible SMEs as enterprises that employ 1 to 50 Kuwaiti workers, with financing requirements that do not exceed KD 500 thousands.

SAB has correspondingly assisted these entities in managing their financial and accounting affairs and resolving their problems, which was realized by engaging in an effective cooperation with related state agencies.

Such youth-oriented efforts witnessed a remarkable and enhanced development with the recent establishment of the Ministry of State for youth Affairs, in addition to constituting a ministerial commission on the youth at cabinet level. الاختصاصات الرئيسية للإدارة: 1- نزع الملكية للمنفعة العامة (مشاريع الدولة العامة). 2- نزع ملكية العقارات والاستيلاء المؤقت للمنفعة العامة بناءاً على القرارات الصادرة من مجلس الوزراء والمجلس البلدي وتحديد المخصصات المالية للتعويضات المقررة. 3- التسوية المالية والإدارية للقطع التنظيمية وفقاً للقوانين واللوائح والقرارات المعمول بها. 4- مبادلة عقارات مطلوبة للمنفعة العامة بقسائم ملك الدولة وتقدير قيمة هذه العقارات و إجراء المقاصة بين كلا القسيمتين، وبيان ما قد يدفع من قبل أصحاب الشأن أو ما قد يقبض منهم. 5- اتخاذ إجراءات الضم والإضافة وتحديد أسعارها حسب الأحوال ووفقاً للقرارات الصادرة بهذا الشأن. 6- تقدير العقارات التي تطلب من الجهات القضائية وغيرها من الجهات الرسمية. 7- إصدار شهادات التثمين للمواطنين بناءاً على طلبهم أو بناءاً على طلب بعض الوزارات والإدارات المختلفة والجهات المختصة. 8- تنظيم أعمال أمانة سر اللجان المشكلة بموجب القانون رقم (64/33 وتعديلاته) بشأن نزع الملكية والاستيلاء المؤقت للمنفعة العامة (لجنة نزع الملكية، لجنة التثمين، لجنة الاعتراضات) وتوفير جميع ما تحتاجه هذه اللجان من دراسات فنية وإجراءات إدارية بالتنسيق مع الجهات الخاصة. 9- التنسيق مع الجهات القضائية والقانونية المختلفة، وذلك للتأكد من صحة الإجراءات والتحقق من مطابقتها للأحكام والقوانين والأنظمة والقرارات التي تنظم عمل الإدارة.
