Financial Intelligence Unit, Mauritius

Mauritius Africa Fund
The Mauritius Africa Fund (MAF) facilitates investment on the African continent, not only providing strategic guidance, but also the unique opportunity for businesses to access the Special Economic Zones (SEZs), created and managed by MAF. These SEZs offer cutting edge infrastructure in investment hotspots in Ghana, Ivory Coast, Senegal, and Madagascar. Currently, the amount of land available in these zones for Mauritian projects totals 334 hectares: 54 ha in Senegal, 20 ha in Ghana, 80 ha in Madagascar And 180 ha in the Ivory Coast! Since 2010 over 120 Mauritian companies have branched out into mainland Africa. To date, several companies have made this move under the aegis of MAF, and the value of the projects in the SEZs amounts to $250 million. The enterprises capitalizing on these opportunities to regionalize are also gaining a number of other advantages, including tax and trade incentives. MAF has been operating since 2013 and is now so much more than a body simply assisting with funding for expansion into Africa. With China and the USA leading the way in African investment, our mission is to ensure that businesses in the finance, IT, manufacturing and renewable energy sectors in Mauritius do not miss out on the benefits of expanding into one of the fastest growing markets in the world. Competition Commission Mauritius
The Competition Commission is a statutory body established in 2009 to enforce the Competition Act 2007. This Act established a competition regime in Mauritius, under which the Competition Commission can investigate possible anticompetitive behavior by businesses. In its investigations, the Competition Commission has considerable powers to compel businesses and others involved to provide information. If it decides that a business’s conduct is anticompetitive, it has strong powers to intervene and correct the situation. Where businesses have been found to be deliberately agreeing to fix prices or share markets, the Commission can impose fines. The Commission is a parastatal, under the aegis of the Ministry of Commerce and Consumer Protection. However, the Commission is independent of Government in its decision-making. The Executive Director of the Commission, supported by his staff, decides independently what to investigate and carries out the investigation. Decisions are then taken by five Commissioners, headed by a Chairman. The Executive Director is not a Commissioner. The Assembly is made up of 70 Members, of whom 62 are directly elected in 21 constituencies. The island of Mauritius is divided into 20 constituencies returning 3 members each and that of Rodrigues is a single constituency returning 2 members. After a general election, the Electoral Supervisory Commission may nominate up to a maximum of 8 additional members in accordance with section 5 of the First Schedule of the Constitution with a view to correct any imbalance in community representation in Parliament. This system of nominating members is commonly called the best loser system. The political party or party alliance which wins the majority of seats in Parliament forms the government and its leader usually becomes the Prime Minister. It is the Prime Minister who selects the members of the composition of the Cabinet from elected members of the Assembly, except for the Attorney General who may not be an elected member of the Assembly The political party or alliance which has the second largest majority forms the Official Opposition and it's leader is normally nominated by the President of the Republic as the Leader of the Opposition. Promote the application of emerging technologies in line with national, economic and social objectives. Advise the Government on matters related to emerging technologies with respect to their adoption, use, development, harnessing, value and wealth creation, research and innovation and capacity building. Advise on the establishment and sustainability of an appropriate ecosystem in the field of emerging technologies and other emerging technologies; and facilitate and coordinate the implementation of ready-made emerging technologies solutions in Mauritius to boost the national economy 5. Act as a Centre of excellence for emerging technologies. Rationalize and coordinate the strategies of the Government for the promotion and adoption of emerging technologies and facilitate collaboration with other persons and exchange of ideas and knowledge. Create strategic links between research and development, innovation, intellectual property and other components of the knowledge economy in the specific area of emerging technologies. Establish national, regional, and international linkages with institutions having objectives like those of the Council. Adopt a strong business focus to drive entrepreneurship and growth to facilitate start-ups and assist researchers to launch, build and grow successful businesses employing emerging technologies with the participation of the private sector. Create and manage a research and application repository in emerging technologies; and adopt and implement appropriate accountability standards in the various operations of the Council.
