MANDATE (E.O. 192, s. 1987) The Department is the primary agency responsible for the conservation, management, development, and proper use of the country’s environment and natural resources, specifically forest and grazing lands, mineral resources, including those in reservation and watershed areas, and lands of the public domain, as well as the licensing and regulation of all natural resources as may be provided for by law in order to ensure equitable sharing of the benefits derived therefrom for the welfare of the present and future generations of Filipinos. To accomplish this mandate, the Department shall be guided by the following objectives: 1. Assure the availability and sustainability of the country's natural resources through judicious use and systematic restoration or replacement, whenever possible; 2. Provincial Government Of South Cotabato
Centuries ago, the area that would be South Cotabato was sparsely inhabited by Malay Pioneers which later evolved into various ethnic groupings that still exist in the province today. Settlers, who would lay the foundation of what would become a progressive province, started trooping down in 1914. The significant thrust occurred during the term of President Quezon in the late 30’s. The first of waves of settlers that time was led by Gen. Paulino Santos, a man whose undaunted pioneering spirit inspired thousands. After World War II, the final exodus of settlers from Luzon and the Visayas poured into the virgin land of promise. In the early 60’s as population, trade and industries grew in this southern part of Cotabato, a clamor for local self-governance arose. Thus, on July 18, 1966, South Cotabato was finally formed as an independent province raring to push its own development. In 1992, South Cotabato gave birth to a new province. Seven towns in the southern and coastal section of the province now form part of the Province of Sarangani. That was a new challenge. And South Cotabatenos, with their indomitable pioneering spirit have proven once more their ability to face and hurdle diverse challenges and ably went through with the demands of times. South Cotabato sparks new interest having emerged as the favorite venue for conventions and big events of national significance like the National Secondary School Press Conference, the Palarong Pambansa and the 9th Mindanao Business Conference to name a few. The new millennium ushers in a new beginning for the province with the coming in of regional offices in the area in consonance with EO 429 dated October 12, 1990 issued by President Corazon C. Aquino and EO No. 36 dated September 19, 2001 issued by President Gloria Macapagal Arroyo, provide for the reorganization of the new Administrative Region in Mindanao and having the city of Koronadal as the regional center of Region XII.

Tourism Infrastructure And Enterprise Zone Authority
The Tourism Infrastructure and Enterprise Zone Authority (TIEZA), a government corporation, was created by virtue of Republic Act No. 9593 or the Tourism Act of 2009 on May 12, 2009, replacing the Philippine Tourism Authority (PTA). TIEZA is mandated to continue the functions previously exercised by PTA under Presidential Declaration 564, unless otherwise inconsistent with the provisions of RA 9593. TIEZA acts as Department of Tourism’s implementing arm in providing support infrastructures and facilitating investments in tourism enterprise zones (TEZ) nationwide. This is carried out through its main functions — infrastructure development; designation, regulation and supervision of TEZs; management of its existing assets or facilitation of their privatization; and administration of the collection of the Philippine Travel Tax. As the country’s builder of tourism infrastructures, TIEZA brings development to areas with high cultural, historical, religious, heritage and/or eco-tourism values, helping shape a deep sense of awareness and pride for the Filipino’s traditions, natural bounties and uniqueness as a race. Through the designation, regulation and supervision of TEZs nationwide, private stakeholders are lured to be shared-partners in tourism development. Their investments will indubitably help create jobs and economic activities for the local communities. The travel tax collection share of TIEZA fuels the priority tourism projects, activities and programs which is in sync with the Philippine Development Plan and the National Tourism Development Plan. The TIEZA operating properties have served clients from Luzon to Mindanao, bringing services from hotel management to recreation to specialized sports such as golf and scuba diving. TIEZA also developed partnerships with the private sector and with local governments in the management of some of its assets to empower them and their communities.

Local Water Utilities Administration
The Local Water Utilities Administration (LWUA) is a government-owned and controlled corporation (GOCC) with a specialized lending function mandated by law to promote and oversee the development of water supply systems in provincial cities and municipalities outside of Metropolitan Manila. LWUA was created through Presidential Decree No. 198, also known as “The Provincial Water Utilities Act of 1973,” which was signed into law on May 25, 1973. The law that created LWUA in the national level also provided for the establishment of Water Districts in provincial cities and municipalities. Thus would be put into motion a development partnership called the “LWUA-Water District Concept” that would revolutionize water supply provision in the countryside. In 1987, LWUA’s mission and area of responsibility was expanded to include provision of Level II service (communal faucet system) through the Rural Waterworks and Sanitation Associations (RWSAs) in areas where Level systems (individual household connection) were not feasible.

Philippine Crop Insurance Corporation
The Philippine Crop Insurance Corporation (PCIC) is the implementing agency of the government’s agricultural insurance program. It currently operates under the supervision of, and as an attached agency to, the Department of Agriculture. PCIC is a government owned and controlled corporation (GOCC) created by virtue of Presidential Decree 1467 (June 11, 1978), later on amended by PD 1733 (October 21, 1980) and further amended by Republic Act 8175 (December 29, 1995), as as the implementing agency of the government’s agricultural insurance program. The PCIC’s principal mandate is to provide insurance protection to farmers against losses arising from natural calamities, plant diseases and pest infestations of their palay and corn crops as well as other crops. The corporation also provides protection against damage to/loss of non-crop agricultural assets including but not limited to machineries, equipment, transport facilities and other related infrastructures due to peril/s insured against. Philippines is vulnerable to natural disasters which cause devastation on crops and miseries to agricultural producers and lenders of agricultural credit. Because of the marginality of most landholdings, the result of these losses is devastating to farmers’ finances.

The Ecosystems Research and Development Bureau (ERDB) is the principal research and development (R&D) unit of the Department of Environment and Natural Resources (DENR).
