Parliament Of Sierra Leone
Parliament of Sierra Leone is the Legislative arm of Government responsible to make Laws, ratify treatises, policies, scrutinize budget and carry out oversight scrutiny for the wellbeing, of the people of Sierra Leone (Section 73 subsection 1-3 and Part VI of the 1991 Constitution of Sierra Leone). National Public Procurement Authority
The National Public Procurement Authority (NPPA) was established under the Public Procurement Act of 2004 to perform oversight functions and advise the Government of Sierra Leone on Public Procurement management. Public procurement is a significant means through which the government of Sierra Leone meets its development needs through the provision of physical infrastructure and the supply of essential goods and services. Ricowas Project - Slari
The official launch of the RICOWAS project « Scaling up climate-resilient rice production in West Africa », took place this morning, January 18, 2023 in Bamako. The project is financed by the Adaptation Fund (AF) and implemented by the Sahara and Sahel Observatory (OSS) with the collaboration of the Regional Center of Specialization on Rice, hosted by the Institute of Rural Economy of Mali (CRS-Riz/IER), the West and Central African Council for Agricultural Research and Development (WECARD) and the Cornell University, for a 14M USD budget over a 4-year period. With the presence of His Excellency Mr. Modibo Keïta, Minister of Rural Development of Mali, representatives of the beneficiary countries, national institutions, technical and financial partners, partner project managers, representatives of community organizations and the civil society, representatives of research institutions and the media, came together to take part in the event. In his opening speech, Mr. Nabil Ben Khatra, Executive Secretary of the Sahara and Sahel Observatory went over the objectives of the project, reminding of the Organization's choice to turn its attention to possible solutions and restating its commitment to do everything possible to achieve them. Mr. Modibo Sylla, Director General of the Institute of Rural Economy of Mali highlighted the importance of partnerships and networking, stressing that the commitment of institutions such as the OSS, IER, the Cornell University and all the regional entities working in the countries made it possible for the project to take form. Mr. Frédéric Dabire, representative of CILLS and Mr. Lamien Nieyidouba, representative of CORAF spoke of the importance of such an initiative for the region, particularly in a climate change context.

The overall goal of the Ministry can be summarized as the provision of national affordable health care to enable the population of the country to attain and maintain a satisfactory level of health. This is in line with the commitment given in Section 8 3(d) of the Constitution of Sierra Leone 1991 that “there are adequate medical and health facilities for all persons, having due regard to the resources of the State”. 6.2 A strategic objective of the Ministry for a number of years has been the decentralization of health services in order to provide basic primary health care at district level supported by a network of secondary and tertiary services.

National Commission For Social Action Nacsa
NaCSA is a semi-autonomous government agency which augments the work of social sector Ministries and Agencies and local authorities in delivering social services to deprived and remote communities across the country. It is governed by a Board of Directors with representatives from Government, donors and civil society. NaCSA’s broad mandate is “to provide and otherwise engage in social relief programmes and to promote community-based demand-driven and sustainable development activities leading to the alleviation of poverty and improvement in the speed, quality and impact of development initiatives in cooperation with non-governmental organizations, relevant ministries, private sector partners and other interested partners”. NaCSA started in 1996 as a Government Ministry known as the Ministry of National Reconstruction, Resettlement and Rehabilitation with a broad mandate to respond to the immediate humanitarian crisis that emanated from the civil war and to handle the disarmament, demobilsation and reintegration of ex-combatants. The Ministry however could not cope with the level of urgency required for delivering such services within the prevailing context because of the bureaucratic procedures typical of government ministries. In order to address the administrative bottleneck, Government in November 1998 transformed the Ministry into a Commission called the National Commission for Reconstruction, Resettlement and Rehabilitation with a more focused three year mandate of providing assistance for post conflict reconstruction, resettlement and rehabilitation. Government created a separate Agency to handle Disarmament, Demobilization and Reintegration of ex-combatants known as DDR. When the mandate expired in November 2001 it was restructured and renamed the National Commission for Social Action (NaCSA) through an act of parliament. This period coincided with the official end of the war hence the Commission new mandate included managing the transit
