The school traces its roots back to the Garowe School of Management, a women's school in Garowe offering courses in accounting, computer skills, business English and business management. After a year of operation, which saw the graduation of 60 women, the school was expanded to a two-year structure and renamed to Puntland Community College. In 2004, in cooperation with the United Nations Development Program and USIU Nairobi, PCC was expanded to include four-year programs. It was also renamed to Puntland State University (PSU). First PSU campus was constructed in July 2001 with funds generated from Somali Diaspora (USA), and Diakonia – Sweden, through a fund raising campaign. From 2nd to 18th October, 2004, fresh admissions for the University study were conducted. PSU had a two-tier fresh registration process with the main fresh students coming from Puntland secondary schools directly admitted to degree programs. Students from the Informal Education systems and poor performing students from high schools were enrolled on a One year Pre-University Certificate program which prepared them for University Education.

Amoud University Jaamacadda Camuud
Following the collapse of the Somali state and the civil strife which followed, most educational facilities were destroyed, damaged or simply abandoned as a result of insecurity. Education ceased to function at all levels causing school-going children and youth throughout Somalia to see their future suddenly blocked by circumstances beyond their control. Thousands of former students whose education was interrupted face unemployment with no possibility of obtaining qualifications to enter the job market. In response to this bleak situation, a group of Somali professionals from within Somaliland and the Diaspora began discussions in 1996 relating to the creation of an institute of higher learning. This culminated in the establishment of Amoud University as a national community-based educational establishment. Amoud University (AU) was formally launched in 1998 and is registered as a non-governmental, non-profit making institution. Amoud is an institute which is deeply rooted in the local community as the primary support for the establishment of Amoud came from the community elders, leaders, business people, concerned citizens and local non-governmental organizations. Moreover, the establishment of Amoud University is seen as symbolic of the transition from an era of war and destruction to an era of peace and development and inspired other Communities not only in Somaliland but also other parts of Somalia to create higher learning institutions along the lines of Amoud University. Amoud University started in 1998 with 66 students in two Faculties (Education and Business Administration), and 3 teachers. The University currently has a student population of 4610(source: Office of The Chief Registrar, Amoud University, Academic Year Period 2017/2018) enrolled in 14 Faculties and/or Schools excluding Department of Freshman Studies, 218 teaching staff and a large library, well stocked with latest books.

Civil Service Institute Csi
Civil Service Institute (CSI) is a national center of excellence in Administration, Management and Accounting. The institute was established on May 2005 and officially opened on 19th September 2005. Its establishment was aimed to develop civil servants of the country to a skilled knowledgeable staff. Starting with short term trainings, it has grown significantly in terms of the number of civil servants trained, expansion of training programs, links with external institutions and other contract trainings from external institutions. So far, the institute has trained more than three thousand five hundred civil servants and its training covered five of the six regions and almost all of the “A” grade districts and JPLG supported districts. The institute provides short term trainings, long term specialized education and tailor made training programs. Its partners include Civil Service Commission, Ministry of Interior, Ministry of National Planning and Coordination, Ministry of Finance, five regional capital districts, UNDP, UN-Habitat, AET and Ethiopian Civil Service University.
