Estate Agents Authority
The Estate Agents Authority (EAA) is a statutory body, established in November 1997 under the Estate Agents Ordinance (EAO). Its principal functions are to regulate the practice of estate agency in Hong Kong, promote integrity and competence within the industry, and facilitate training for estate agency practitioners to enhance their standards and status. The EAA organises qualifying examinations, issues licences to individuals and companies, handles complaints against licensees, conducts compliance inspections and metes out disciplinary sanctions to practitioners who have breached the EAO. The EAA also organises activities for the professional development of the trade and promotion of consumer education.

Independent Police Complaints Council
The Independent Police Complaints Council (IPCC) is an independent statutory body established under the Independent Police Complaints Council Ordinance (Cap. 604, Laws of Hong Kong) to observe, monitor and review the handling and investigation of Reportable Complaints against the Police by the Commissioner of Police. The Police have a statutory duty to comply with the IPCC’s requests. The IPCC comprises a Chairman, three Vice-Chairmen and no less than eight Members, all appointed by the Chief Executive. They are drawn from a wide spectrum of society including the legal, medical, education, social welfare, and business sectors and Legislative Council Members. This composition enables the IPCC to draw upon the diverse expertise of its Members to monitor CAPO’s investigation of complaints against the Police in an independent, impartial and thorough manner. Established in January 2020 under the Travel Industry Ordinance (Cap. 634), the Travel Industry Authority (TIA) is a statutory regulatory body of the travel industry primarily responsible for the licensing and regulation of travel agents, tourist guides and tour escorts. Following the full implementation of the new regulatory regime of the travel industry from 1 September 2022, TIA is committed to promoting the integrity, competence and professionalism of the travel industry practitioners as well as regulating shops that inbound tour groups are arranged to patronise. TIA is also responsible for managing the Travel Industry Compensation Fund and collecting levies from travel agents.
