The PCA is an intergovernmental organization with 121 contracting parties. Established in 1899 to facilitate arbitration and other forms of dispute resolution between states, the PCA has developed into a modern, multi-faceted arbitral institution that now spans public and private international law to meet the rapidly evolving dispute resolution needs of the international community. Today, the PCA provides services for the resolution of disputes involving various combinations of states, state entities, intergovernmental organizations, and private parties. The PCA's Secretariat, the International Bureau, headed by its Secretary-General, provides full registry services and legal and administrative support to tribunals and commissions. Its caseload reflects the breadth of PCA involvement in international dispute resolution, encompassing territorial, treaty, and human rights disputes between states, as well as commercial and investment disputes, including disputes arising under bilateral and multilateral investment treaties. The PCA can assist in the selection of arbitrators, and may be called upon to designate or act as appointing authority. The PCA is also a center for scholarship and publication, and a forum for legal discourse. The Mauritius office is the first permanent PCA presence outside of The Hague. The office was opened in 2010 pursuant to a Host Country Agreement signed with Mauritius in 2009. The PCA legal officer posted in that country acts under the direct authority of the Secretary-General of the PCA, assists with the exercise of the Secretary-General’s responsibilities under the Mauritian International Arbitration Act 2008, and promotes PCA services and Mauritius as a venue for arbitration throughout the African region.

Fondée en 2018 par Louis Sylvio Michel à Maurice, la Green Reparations Foundation œuvre pour obtenir des réparations économiques juridiques et sociales pour les Mauricien.ne.s dont les ancêtres ont été déportés en tant qu’esclaves au cours des différentes périodes colonisatrices. Ces réparations relèvent de la responsabilité des trois anciens pouvoirs coloniaux, entités privées et gouvernement mauricien ayant tiré profit de l’esclavage. Sur 1.3 millions d’habitants, les descendant.e.s d’origine africaine et malgache représenteraient un tiers de la population de l’île cependant, le nombre exact n’est pas disponible. En effet, depuis 1983, le recensement de la population mauricienne effectué chaque dix ans interdit aux Mauricien.ne.s toute mention de leur communauté alors que la Constitution de Maurice en établie quatre distinctes : la communauté hindoue, la communauté musulmane, la communauté chinoise et la communauté de la “population générale”. Les descendants d’esclaves ainsi que les descendants des colons français (les anciens propriétaires d’esclaves) font partie de la communauté dites “General population” et ce sont eux qui continuent de subir les conséquences de l’esclavage pourtant aboli en deux temps, le 1er février 1835 et le 31 mars 1839 à Maurice. Nous voulons que justice soit faite, que chacun.e assume ses responsabilités pour rétablir la vérité et que les familles puissent bénéficier de réparations (en savoir plus sur nos objectifs). Notre lutte consiste à réconcilier le passé et présent pour un avenir plus apaisé pour les familles descendantes de l’esclavage. De plus, en adoptant la perspective écologique du parti des Verts Fraternels, nous avons choisi de donner aux réparations économiques et sociales des objectifs qui donnent priorité à un mode de développement économique et social juste, respectueux de l’environnement et structurellement non violent.

The Office of the Director of Public Prosecutions (ODPP) was first established by the Constitution in 1964 whereby the power of then existing Procureur to prosecute crime was vested in the newly created post of Director of Public Prosecutions. Initially the ODPP operated within the Attorney General's Office until the recommendation made by Lord Mackay in 2009. At the outset, the Mackay report recommended that the ODPP should operate as a separate department “managed by the Director of Public prosecutions and with no responsibilities except those relating to prosecution." However, following an updated Report by Lord Mackay and in light of the judgment of Jeewan Mohit v The Director of Public Prosecutions (2005 PRV 31), the ODPP was established as a separate office itself distinct from the Attorney General's Office with its own budget and establishment. The mission of the ODPP is to bring offenders to justice and to ensure that their rights are safeguarded.
