Texas Senate
The Senate Chamber, located in the east wing of the Capitol, is the setting for negotiation, debate and legislative action by 31 senators. As established by the Texas Constitution, a senator must be at least 26 years of age, a citizen of Texas five years prior to election, and a resident of the district from which elected one year prior to election. Each senator serves a four-year term— one-half of the Senate membership is elected every two years. As presiding officer of the Senate, the lieutenant governor is officially called the President of the Senate. The lieutenant governor is elected by a statewide popular vote to serve a four-year term of office. The lieutenant governor is not a member of the Senate, and votes only in case of a tie. The lieutenant governor appoints all chairs and members of Senate committees, and refers all bills to committee. At the Office of the Legislative Auditor (OLA), public policy researchers and auditors work to ensure and promote OLA's mission: to strengthen legislative oversight, improve accountability, promote good management, and enhance program effectiveness in state government. OLA has two divisions, the Financial Audit Division and the Program Evaluation Division, and a separate unit responsible for conducting special reviews. The Financial Audit Division is staffed primarily by certified public accountants. The Program Evaluation Division is staffed by research professionals with advanced degrees in public policy, economics, health, and other related fields. Texas Sunset Advisory Commission
The Texas Sunset Advisory Commission is a 12-member legislative commission that identifies ways to eliminate waste, duplication, and inefficiency in state government. The Sunset process questions the continuing need for an agency, identifies agency programs that duplicate other public services, and recommends ways to improve the agency's efficiency and effectiveness. About 130 state agencies come under Sunset review on a rotating basis, typically once every 12 years. The Sunset Commission makes recommendations to the Legislature for each agency, and most agencies are automatically abolished unless the Legislature passes a bill to continue them. Public participation is invaluable to the Sunset process and is welcomed at every stage to ensure everyone can have a say on agencies under Sunset review. Individuals, organizations, and businesses directly or indirectly affected by an agency have first-hand knowledge and experiences with the agency that help Sunset identify problems and opportunities for improvement. The Sunset process has streamlined and changed state government since its inception in 1977. As of 2019, the Legislature has enacted 80 percent of the Sunset Commission’s recommendations to improve state government. including completely abolishing 41 agencies and abolishing another 51 agencies and transferring some or all of their functions to another agency. The Sunset process also saves taxpayers money, with an estimated $1 billion in state and federal savings and revenue gains based on fiscal notes for Sunset bills between 1982 and 2019. This amounts to a return of $19 for every $1 the Legislature has appropriated to the Sunset Commission. Colorado Senate
The Colorado Senate consists of thirty-five Senators, who are elected to four-year terms. Each Senator is limited to serving two consecutive four-year terms. The President of the Senate is elected by the members of the Senate and is the presiding officer. The Senate meets every year in regular session beginning no later than the second Wednesday in January. Regular session lasts no longer than one hundred twenty calendar days. The Colorado Senate staff includes nonpartisan and partisan employees. The Senate Services staff is nonpartisan and serves all members of the Senate. Additionally, each caucus has its own partisan staff. Staff positions range from full-time, year-round to session-only seasonal jobs.

Colorado Youth Advisory Council Coyac
Update as of Feb. 21, 2025: Legislators have not yet decided whether to continue, cut, or pause COYAC for the 2025-26 State of Colorado fiscal year (July 1, 2025 – June 30, 2026). Currently, it is unclear if we will accept 2025 applications or onboard a 2025-26 cohort. We expect to know more in March or April. In 2008, Colorado State Representative Ellen Roberts (HD59-Durango) introduced House Bill 08-1157 to “examine, evaluate and discuss the issues, interests, and needs affecting Colorado youth now and in the future, and to formally advise and make recommendations to elected officials regarding those issues.” The Colorado Legislature passed the bill to create the Colorado Youth Advisory Council (COYAC), giving Colorado’s youth a voice in the lawmaking process. COYAC consists of 40 youth members- 35 voting members representing each senate district in the state - One voting member representing the Ute Mountain Ute Tribe - One voting member representing the Southern Ute Indian Tribe - Three non-voting at-large members selected to help ensure diversity on the council, with an express concern for adequate rural representation. Youth members serve two-year terms, and they may serve more than one term.
