Sidang pleno ke-29 Dewan Pers di Denpasar, Bali, pada 17-19 Juli 1987 mengambil keputusan yang sangat signifikan. Sidang menekankan perlunya mendirikan pusat pendidikan pers. Untuk merealisasikan hal itu Dewan Pers menugasi Jakob Oetama, Dja’far H. Assegaff, dan Zulharmans. Ketiganya bersama anggota Dewan Pers yang lain lalu membentuk Yayasan Pers Dr. Soetomo pada 5 Februari 1988. Pengurus pertama yayasan terdiri atas: Harmoko, Burhanuddin Muhammad Diah (1917-1996), Zulharmans (1933-1992), Dja’far H. Assegaff, Jakob Oetama, Moerdiono, Profesor Fuad Hassan (1929 – 2007), Soedwikatmono, Kartini Muljadi, Toety Azis L.E. Manuhua (1925-2003), Atang Ruswita (1933-2003), Sabam Siagian, dan Goenawan Mohamad. Yayasan mendirikan Lembaga Pers Dr. Soetomo (LPDS) pada 23 Juli 1988 di Jakarta. Peresmian LPDS menjadi amat berkesan dengan orasi budayawan Dr. Soedjatmoko (1922-1989), mantan Rektor Universitas Perserikatan Bangsa-Bangsa (PBB) di Tokyo. Yayasan dan lembaga menggunakan nama Dr. Soetomo untuk menghormati salah seorang perintis gerakan kebangsaan Indonesia. Tahun 1908 Soetomo, seorang mahasiswa kedokteran, ikut mendirikan Boedi Oetomo. Soetomo kemudian lebih banyak bergerak di bidang pendidikan dan jurnalistik. Ia menerbitkan jurnal Soeloeh Indonesia di Surabaya (1925), majalah mingguan Soeloeh Rakjat Indonesia dan harian Soeara Oemoem (1930) yang berhasil menjadi salah satu surat kabar utama di Surabaya dan Penyebar Semangat (1930), majalah berbahasa Jawa yang tetap eksis sampai sekarang. Dengan mengibarkan nama Dr. Soetomo, LPDS mengemban tiga tugas pokok, yaitu: 1. Menyelenggarakan pendidikan di bidang jurnalistik dan manajemen pers. Menyelenggarakan pendidikan di bidang lain yang berhubungan dengan penyelenggaraan sarana komunikasi yang baik.
