The Coconut Research Institute (CRI) is a National Institute founded in 1929 as the Coconut Research Scheme under the Coconut Research Ordinance No. 24 of 1928. The scheme established its headquarters at Bandirippuwa Estate, Lunuwila (North Western Province) and began its research activities with three Technical Divisions namely, Genetics, Chemistry and Soil Chemistry for assisting coconut growers with technical information on coconut cultivation. Following the enactment of the coconut Research Act No. 37 in 1950, it was renamed as the CRI of Ceylon. Since its establishment all scientific research on coconut in Sri Lanka were centered in it and gained national as well as international reputation for coconut research. Under the Coconut Development Act No. 46 promulgated in 1971, the Coconut Research Board was set up in 1972 to function as the Board of Management of the CRI. The CRI is a semi-autonomous research institution coming under the purview of Ministry of Plantation Industries.

The research and development program at RRDI focuses on increasing farm productivity from current 4.3 t/ha to 5.0 t/ha within the next 5 years while reducing the cost of production and improving the grain quality of rice. In an effort to attain a quantum jump in rice yields, the breeding program has been focused to develop varieties with a few tillers, sturdy culm, and heavy panicles - a plant architecture designated as the new plant type. Both traditional varieties and introduced lines from International Rice Research Institute are used in the breeding program. The hybrid rice research program has been further strengthened. Efforts are made to develop techniques that will help increase rice plant’s nutrient use efficiency. A need-based fertilizer application method is being tested. This would help maximize the effectiveness of fertilizers applied and reduce the cost of production. Other agronomic practices to reduce production costs are being tested.

Crop production problems are common in Sri Lanka which severely affects rural farmers, the agriculture sector, and the country’s economy as a whole. A deeper analysis revealed that the root cause was farmers and other stakeholders in the domain not receiving the right information at the right time in the right format. Inspired by the rapid growth of mobile phone usage among farmers a mobile-based solution is sought to overcome this information gap. Farmers needed published information (quasi-static) about crops, pests, diseases, land preparation, growing and harvesting methods, and real-time situational information (dynamic) such as current crop production and market prices. This situational information is also needed by the agriculture department, agrochemical companies, buyers, and various government agencies to ensure food security through effective supply chain planning whilst minimizing waste. We developed a notion of context-specific actionable information that enables the user to act with the least amount of further processing. User-centered agriculture ontology was developed to convert published quasi-static information to actionable information. We adopted the empowerment theory to create empowerment-oriented farming processes to motivate farmers to act on this information and aggregated the transaction data to generate situational information. This created a holistic information flow model for the agriculture domain similar to energy flow in biological ecosystems. Consequently, the initial Mobile-based Information System evolved into a Digital Knowledge Ecosystem that can predict current production situation in near real enabling government agencies to dynamically adjust the incentives offered to farmers for growing different types of crops to achieve sustainable agriculture production through crop diversification.

TRI was first established in 1925 as an arm of the Planters’ Association of Ceylon, in order to enrich the tea industry through professional research findings. The institute had its early beginnings in Nuwara Eliya town with a representative nucleus of staff undertaking research in make-shift laboratories with very modest equipment and then transferred to the present location, the St. Coombs Estate in Talawakelle, in December 1929. Gradually TRI spreads into all tea growing areas of the country by establishing regional centres in Passara (Uva region), Kandy (Mid country region), Ratnapura (Low country region), Galle (Galle district), and Deniyaya (Matara and Hambantota districts). The two estates, St. Coombs in Talawakelle and St. Joachim in Ratnapura, which are operated under TRI, provide facilities to undertake research in cultivation and processing while making some earnings to the institute. TRI is presently governed by the Tea Research Board of Sri Lanka which is under the purview of the Ministry of Plantations Industries. Tea Research Board consists of scholars of the field of research, management and economics.
